British and Scottish Authorities Disagree Over Who Should Pay the £24.5 million Cost for Trump and JD Vance Visits

The UK government is being called upon to "take responsibility" and cover the £24.5m expense incurred during recent trips by former President Trump and JD Vance to the Scottish nation, according to a senior Scottish minister.

Substantial Estimated Expenses Disclosed

Provisional costs amounting to almost £24.5m for the two official trips have been published by the administration in Edinburgh.

Ivan McKee described the Westminster's unwillingness to offer financial support as "ridiculous," arguing that both visits were clearly work-related, noting that the American leader held discussions with EU Commission president the EU's von der Leyen and British PM Sir Keir Starmer during his summer stay in the northern nation.

Details of the Visits and Related Security Expenses

The former president visited his golf courses at Turnberry in Ayrshire and Menie in Aberdeenshire over a five-day period in the summer, while US vice-president JD Vance spent around four days in Ayrshire in late summer.

In a formal letter to the Treasury minister Chief Secretary Murray, Finance Secretary Shona Robison wrote that the visits placed "significant strains and costs on public services in Scotland, particularly the Scottish police force."

The Scottish government estimates that the estimated expense for policing the presidential visit by itself was £21 million, which reflected peak daily deployments of more than 4,000 officers, while expenses for the VP's visit were about £3m.

Large-Scale Policing Operation

This complex policing operation was the biggest in the country since the death of the late Queen in 2022, and involved local officers, specialist units, special constables and wider UK colleagues for expert assistance.

The Finance Secretary wrote: "Following your choice not to offer financial support to the Scottish government for expenses incurred in connection with the visit of President Donald Trump to Scotland in July 2025 and the subsequent visit of VP Vance, I am contacting you to request that you reconsider this decision and offer complete repayment for the expense of the trips."

UK Government Reply and Past Precedent

The British administration stated that the visits were personal and "not part of official government duties." A representative added: "Holyrood are responsible for security expenses in Scotland as per agreed funding agreements for devolved matters."

While Robison pointed to previous precedent where the UK government reimbursed the expense of the president's 2018 trip to Scotland, it is understood that trip came after a official UK government invitation, in which case it covered protection expenses under its funding guidelines.

"The UK government needs to step up and pay. I think it’s unreasonable, it was obviously a official trip … Particularly when you have the prime minister Sir Keir meeting with the president, having press conferences with them, engaging in international business with him, its really stretching the bounds of credibility to say this was just a personal vacation."
